MCA has its headquarters in New Orleans, Louisiana. The City of New Orleans enjoys a historic relationship with Central America and Mexico due to their geographic proximity. Flights from New Orleans to all regional capitals are available on a daily basis. Moreover, a significant amount of tonnage to and from Central America and Mexico originates from or is destined for the Port of New Orleans. However, MCA is not organized for the purpose of handling claims in the New Orleans area or elsewhere in the United States.

The New Orleans office of MCA is operated with the supervisory and managerial assistance of Mr. Carl O. Ayestas, Jr. Mr. Ayestas, a native of Guatemala, who has more than 27 years experience handling marine claims for major marine insurance companies including USF&G, Global Special Risks and Creative Risk Controls, Inc. While the vast majority of claims are handled on a local level in the country where the incident arises, Mr. Ayestas is available to provide assistance on more complex claims. Mr. Ayestas' other duties include overall supervision, administration and coordination of the MCA correspondent offices. As overhead, these services are not billed.

Mr. Ayestas also oversees the development and maintenance of a data base of all claims handled by the MCA offices. This data base is available for any risk management analysis work which MCA may be requested to undertake. The maintenance of the data base is at no charge to clients; and, when requested, risk management analysis can be performed at established hourly rates.

All non-lawyer correspondents receive extensive training by MCA on claims handling procedures which are implemented and overseen by the New Orleans office. Our offices are linked by e-mail, controlling communications charges. All personnel are available on a 24-hour basis by cellular, pager, phone, fax and e-mail.

MCA's organization of non-lawyer correspondents are seasoned marine professionals. Correspondent offices work under contract to MCA and bill on an hourly basis. All correspondents are available for direct contact by our clients on a 24-hour basis by cellular, phone, fax and e-mail. Moreover, to eliminate unnecessary and duplicative input, MCA's correspondents are instructed to report directly to our clients, copying the New Orleans office solely for the purpose of monitoring the progress of claim resolution. However, MCA's Claims Advisor and Technical Advisor based in New Orleans are available for consultation on more complex claims problems.
